GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: Incumbents of this position in this series will have responsibility for planning, permitting, monitoring, and conservation management of wildlife resources within the Natural Resources & Training Lands Program (NR-ITAM) of the Massachusetts Army National Guard (MAARNG). Environmental Analyst IV classification is a moderate to advanced career position including significant responsibility and professional experience to include representing the agency in external regulatory processes.
This is one of two Wildlife Conservation Biologist positions within the program. Wildlife responsibilities are generally broken into categories of mammals (e.g., bats, New England cottontail, deer [including hunting]), insects (e.g., listed Lepidoptera, Odonates, bees, beetles,), aquatic invertebrates (e.g., clam shrimp, fairy shrimp), herpetofauna (e.g., box turtles, snakes, amphibians), and birds (broad and taxa specific efforts). The two Wildlife Conservation Biologists will be expected to share some duties across taxonomy, but to overall have specific focus and responsibility for multiple of the above groups depending on experience and need. Priority experience for this new position includes invertebrates (including butterflies, moths, bees, forest pests, and clam shrimp) and/or state and federally listed bats.
This role supports the MAARNG mission through long-term and project-level planning, contracting services, coordination of in-house work, and completion of permitting documents and processes for fauna, including federally-listed and state-listed species. These duties include but are not limited to extensive coordination with internal and external stakeholders and partners representing state, local, and federal agencies and non-governmental organizations. This position will have responsibility for planning and overseeing Military Division and MAARNG compliance with federal, state, and local conservation regulations for invertebrate and other fauna in support of the Program Manager and MAARNG. Actions and plans will be integrated with other program components (e.g., Wildland Fire, Training Lands) and plans such as the Integrated Natural Resources Management Plan (INRMP). This position will implement projects and plans through coordination of internal resources, external agencies, and contracting services. This position will be encouraged to participate in wildland fire operations or otherwise support the wildlife fire program. Incumbent will provide technical assistance and information to co-workers, supervisors, other MAARNG/Camp Edwards leadership, and public meetings. The Wildlife Conservation Biologist performs related work as required.

Key duties include:
- Analyze project impacts and coordinate with appropriate subject matter experts, partner agencies, and regulatory authorities to review and permit projects as needed (e.g., MA Endangered Species Act, Federal Section 7 Consultation, etc.).
- Plan, permit, contract/coordinate, and oversee implementation of projects to include field surveys, habitat management, and monitoring activities for state and federally listed species.
- Work with the NR-ITAM Program Manager and peer group to develop long-term budgets, work plans, resource needs, and project priorities. Pursue funding and/or resourcing through ARNG processes and the development of external partnerships.
- Coordinate with military personnel, other internal stakeholders, and contractors for long-term planning, training site use, operational logistics, area restrictions, planning considerations, and related environmental considerations and regulations.
- Oversee and conduct annual and project level data analysis and reporting for wildlife projects and conservation efforts.
Requirments
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

Qualifications
PREFERRED QUALIFICATIONS: A master’s degree in wildlife ecology or related field and extensive (greater than five years) professional experience with endangered species regulations, wildlife conservation and management, wildlife ecology and identification, and survey/monitoring methodologies. Extensive experience conducting impact analyses, project level regulatory review, and habitat management planning, methods, and tools, including wildland fire and forestry. Experience with program and project management (including budgeting, contracting, and long-term planning). Experience creating scopes of work, evaluating bids, and managing contractors. Knowledge of ecology in southeastern Massachusetts, natural resource management, and habitat restoration. Working knowledge of wildlife related federal, state, and DoD environmental regulations. Experience with interagency partnerships, public presentations, regulatory dispute resolution, environmental permitting, and collaborative planning.
Preference for specialization with terrestrial and aquatic invertebrates or bats, but we are looking for candidates who will have responsibility for multiple taxonomic groups.
